Our Friendly Neighborhood Latin Americanists

Juan Forero and Larry Rohter both have articles today in the NYTimes, on Bolivia and Chile, respectively.

Forero gives a good summary/recap of what's going on in Bolivia in terms of the latest round of social movements, which have mobilized in protest of the new hydrocarbons law. I think the article does a good job in illustrating that the debate in Bolivia is being framed today such that the uneducated populace becomes drawn to social movements which place the blame for the country's ills squarely on the shoulders of corrupt politicians and the transnationals. In the end, no one wins because the end result is a weak law that neither maximizes Bolivia's potential for gas exports nor does it quell the desires of private sector or social movements. Mesa continues to govern by not taking a stand. Many working-class Bolivians I spoke to recently either were firmly against the constant roadblocking and protesting ("We need to get a Pinochet in here to clean up the streets and put people to work") or expressed blunt hatred of the "corrupt" politicians who bring in foreign investment just so they can fill up their own coffers. ("Goni was corrupt and stole from the Bolivian people")

I agree with Boz that Rohter's article on the tragedy in Chile has nothing to do with Pinochet's legacy. A natural disaster is an unpredictable tragedy that cannot be tied to the abuses of a military government. However, those in the chain of command that apparently disregarded weather reports and sent ill-equipped soldiers into the fray should be punished, even if it was not their fault. An example of this sort of accountability: an American working at the US Embassy in Bogota told me that the general in command of the American soldiers caught selling ammunition to paramilitaries will be relieved of his command.

Bob Herbert argues the same today in his op-ed, saying that it's finally time for Secretary Rumsfeld to go. As a fellow Cap member and sprint football captain, I have always admired Rummy's intensity even if I usually disagreed with his politics. In any event, relieving Rumsfeld of his duties would be a wise move politically for the Bush administration by infusing new leadership into the Pentagon for the myriad challenges that lie ahead.

Comments:
Does Rummy not have enough experience or is he just over the hill? I think that he should stay in power and get the job done. There is a reason that President Bush put Rummy there. There's a reason why Rummy has stayed there. We are making great strides and soon we will see success. Oh, one thing that seemed to be left out. If the election had been held in the military, do you know what the outcome would have been? Almost 100% of the vote would have gone to Bush. That's interesting.

Juan Forero's article is a good one. It is a sad situation and looks like Boliva's best bet is to let foreign investors in and reap the profits at a time when energy prices are skyrocketing. I also agree with both you and Boz regarding Rohter's article that it was a the natural disaster, not Pinochet’s legacy at fault here. However, you write, "those in the chain of command that apparently disregarded weather reports and sent ill-equipped soldiers into the fray should be punished, even if it was not their fault."

If those in the chain of command disregarded weather reports and sent ill-eqipped soliders into the fray, then how is it not their fault? They should be punished, absolutely.

i gotta hand it to you, Anonymous, it is really quite frustrating to read your posts, but i can't resist.

on what facts do you base your claim that the military vote did/could have gone completely to Bush?!! Having spoken with numerous members of the military I am relatively certain that not all of them would have voted for Bush.

In fact I suspect the vote was probably 2-1 for Bush (not because they love him, but because Kerry came across as weak), but you can bet that guys without body armor or riding in ramshackle Humvees while they wrote letters to their wives telling them not to worry about the fact that they can't pay their bills, and they haven't seen their newborn son, and that, oh by the way, my tour might be extended AGAIN,...yeah, I bet some of those guys probably didn't vote for Bush.

The polling data I personally have comes from first-hand and second-hand encounters with those in the hospital at Walter Reed, actually. Most of those people have lost limbs; some have lost their sight and can't wait to get back there as fast as they can and prolong their duty as much as possible. But, their minds are probably being controlled by the “VRC” I'm sure. The polling data also comes from family and friends who are members of the Navy, Marines, and Air Force overseas. If you want to look at actual polling data that was released, I am sure you can find some around, for example, USA Today has one posted. I guess we were both wrong according to USA Today – it’s 4-1, not 4-0 or 2-1. I would be interested to see where you got your data though. Are these members of the military the same ones that wrote Kerry to not vote for the 87 billion? Or were they too upset about the fact that the 87 billion was seven times what we spend on education to ask for any more than what had already been provided? Those guys probably didn't even bother voting, since most of the population in this country doesn't anyway and I wish we could be more like Afghanistan in that category (80%). Something more interesting might be that a higher percentage of Arab-American voters supported Bush.

Anon,

I know that there is a reason that Bush put Rummy in power. But that was 5 years ago. Typically, you need a change in leadership every 3-5 years in important positions because of how draining they are and you constantly need new energy at the top. This occurs in political posts as well as in the private sector.

"If those in the chain of command disregarded weather reports and sent ill-eqipped soliders into the fray, then how is it not their fault? They should be punished, absolutely."

I was referring to the intensity of the storm, which was obviously not their fault.
